New Method of 3DS File Uploading

Hi everyone! I am excited to announce a new way files will be able to be uploaded to a 3DS. This will be very helpful for uploading .cia files to a hacked 3ds and hopefully eventually installing all homebrew files for you, only requiring you to do the stuff on the 3DS!
